MISSION STATEMENT
The Assessor’s Office strives to maintain a fair and equitable assessment for each property, administer exemptions fairly, and maintain the City tax maps.
STAR REGISTRATION PROGRAM
New homeowners receiving a STAR exemption are required by New York State law to register with the NYS Department of Taxation and Finance. This process helps safeguard taxpayers by preventing improper or fraudulent exemptions.
The Assessor’s Office is responsible for preparing the City’s annual Assessment Roll, maintaining accurate property ownership and description records, determining assessed values for all real property, and assisting property owners with exemption applications for senior citizens, veterans, farms, and businesses. Questions related to property tax payments are handled by the City Chamberlain’s Office.
The City’s assessment year is based on May 1, the official Taxable Status Date. Assessments reflect the condition and use of real property as of that date. Notices of any assessment changes and the deadline for exemption applications are issued in May. The Board of Assessment Review meets on Grievance Day—the second Tuesday in June—to consider written complaints regarding property assessments. The final assessment roll is completed and certified on August 1.
LEVEL OF ASSESSMENT RATIO – The Level of Assessment (LOA) is simply the percentage of market value at which properties are assessed within a community. For instance, a LOA of 50% would indicate that assessments are at half of the market value; a LOA of 100% represents a community that is assessing at full value.
