FINANCE DEPARTMENT

The City Comptroller, currently a contracted position, is the Chief Fiscal Officer of the City and head of the Department of Finance. The Comptroller is responsible for:  

  • The maintenance of the City accounting systems and records
  • The payment of claims against the City Administration and investment of cash flow
  • Examination and audit of the accounts of all City offices
  • Providing oversight and direction as to the implementation of financial matters for the City, including planning, coordinating, administering, and evaluating investments, programs, capital budgets and debt
  • Planning and executing the borrowing of funds as needed for capital projects
  • Verifying the condition of the City’s accounts
  • Supervising and responsible for the disbursement of all City funds, including payroll and assists the City Manager in preparing the annual City Budget
  • The City Comptroller prepares a variety of financial and statistical reports and analyses to comply with Federal, State, and local laws, regulations and codes, and to provide pertinent information to the City Manager and the Common Council for decision making.
  • A Purchasing Department was created on January 1, 1967. The Deputy Comptroller serves as Purchasing Agent for the City and is responsible for purchasing all City materials and supplies at competitive prices. When bidding for supplies/equipment is required, the purchasing agent is responsible for advertising for bids.
